Business Cases Are Optimised for Approval

You have stage-gate funding in place. Milestone-based release. Reauthorisation thresholds. These are sound financial controls, and they are not the problem. The reporting compounds the issue. The people who wrote the business case are the same people reporting on whether delivery is tracking to plan. One program reports progress in narrative. Another uses a RAG. A third reports earned value. You cannot compare them. You cannot benchmark any of them against how programs of similar size and complexity actually performed elsewhere. Each one exists in isolation, assessed against its own optimistic baseline, and the result is that you are making capital allocation decisions across a portfolio where no two programs are measured the same way. You have asked for consistency. Every program manager reports in the framework they prefer, and the apples-to-oranges problem persists.

Cohort matching operates across multiple axes so the comparison is against programs structurally similar to yours, not an undifferentiated average. Statistical regression is applied to calculate correlations and confidence levels. Where matching cohorts are thin, confidence intervals are widened and the limitation is disclosed. The methodology does not stretch beyond what the data supports.
